The monograph, entitled 'The Creative State as a Force for Change in Modern Russia', is published by the Yurilitinform Legal Publishing House. It contains a selection of Professor Tonkov's works published over the years, all with a consistent theme – the effect of Government actions on the law as it pertains to the rights of the citizenry. He postulates the idea that a 'Creative State' is not necessarily autocratic, and illustrates this through a theoretical analysis of human rights protected by the Creative State, and actual examples of this.
